PROBLEM TO BE SOLVED: To enable a binding apparatus for winding two binding tapes coupled as a single tape around materials to be bound to arbitrarily select the number of times the tape is wound even for an annular article. SOLUTION: Binding heads 31 and 41 which are separate from each other clamp the leading edges 5a and 5'a of the binding tapes 5 and 5' by tape guides 35 and 43, and tape clampers 34 and 34' during standby. Both binding heads are butted on each other from this state, and the leading edges 5a and 5'a are thermally welded by a heating element 36R on the right side. This pre-binding operation couples the binding tapes 5 and 5' into a single tape. Then the binding heads are separated and the tape clampers are released. The binding tapes 5 and 5' extending across both binding heads are wound around a wire roll 3. The binding heads are again butted on each other to thermally weld the tapes 5 and 5' by a heating element 36L on the left side, and the tape on the right side is cut by a cutter 45.
