PROBLEM TO BE SOLVED: To give the control of a tuner to a suitable application when a plurality of applications request to use the tuner. SOLUTION: When an APP1 requests the control of a TV tuner 1 and priorities of the other APP having control are all lower than a priority X of the APP1, the control of an APP is revoked and the control of the TV tuner is given to the APP1 (S101 to S106). Also, when the APP1 requests the control of the TV tuner 1, if there is an APP having control and the priority of the APP higher than the priority X of the APP1, the control is not given to the APP1 (S107).
