PROBLEM TO BE SOLVED: To enhance communication service and security by performing ciphering control of personal information on the side being positioned for third party search. SOLUTION: A GPS server 30 performs management of positional information. A positional information acquiring section 21 acquires its own positional information from the satellites 4 of GPS. A positioning reject section 22 rejects positioning (any one of rejection of positioning by SVC, by SVC and the telephone number of the opposite party, or by SVC and unnoticing telephone number) or notices false positional information due to false positioning through the GPS server 30.
