PROBLEM TO BE SOLVED: To provide a modulator which can suppress power consumption through modulation via a suitable clock. SOLUTION: The modulator includes a shift register 102 for holding N bits (N: an integer of 2 or larger) of data to be modulated at each symbol, a frequency dividing circuit 103 for generating a first clock for outputting N-bit data at timing for holding the N bits of the data by the shift register 102, a ROM 106 in which modulation data corresponding to the output N-bit data is recorded at each address, a ROM controller 105 for deciding an address of the ROM 106 in which the modulation data corresponding to the output N-bit data is recorded, and a clock generating means 104 for generating a second clock of R times (R: an integer of 1 or larger) as large as the first clock. The ROM controller 105 modulates the data by reading the modulation data recorded in the decided address via the second clock. COPYRIGHT: (C)2004,JPO
