PROBLEM TO BE SOLVED: To control the deterioration of a cement solidified body due to the formation of cement bacillus by reducing the concentration of sodium sulfate in A mode concentrated waste liquid. SOLUTION: An energy consumption device is provided with an elution tank 64 which makes sulfuric acid solution for eluting pass through an ion exchange resin in which at least a radioactive ion species is adsorbed and makes the radioactive ion species adsorbed to the ion exchange resin elute in the sulfuric acid solution for eluting, a neutralizing tank 73 which generates neutralizing liquid containing sodium sulfate as a neutralizing body by adding sodium hydroxide as a neutralizer to the sulfuric acid solution in which the radioactive ion species is eluted, an evaporator 76 which concentrates the neutralizing liquid and generates the A mode concentrated waste liquid, and three chamber bipolar membrane electrolyzer 12 which generates sulfuric acid and sodium hydroxide from the A mode concentrated waste liquid by using an electric dialysis method and reduces the amount of the sodium sulfate contained in the A mode concentrated waste liquid by removing the sulfuric acid and the sodium hydroxide generated from the A mode concentrated waste liquid.
