PROBLEM TO BE SOLVED: To provide a method and an apparatus for providing increased flexibility in design for an RF (radio frequency) circuit. SOLUTION: This is a circuit for processing radio frequency signals. This circuit has a substrate on which the circuit is disposed. The substrate may be a meta-material, and can incorporate at least one dielectric layer. A directional connector and at least one ground can be connected to the substrate. The dielectric layer can include a first region having a first set of substrate properties, and a second region having a second set of substrate properties. The substrate properties include a perittivity and a permeability. A substantial portion of the directional connector can be connected to the second region. The permittivity and/or the permeability of the second region is higher than the permittivity and/or the permeability of the first region. The increased permittivities and/or permeabilities reduce the size of the directional connector, and change the various electric characteristics associated with the directional coupler.
