PROBLEM TO BE SOLVED: To provide an IP telephone system, in which connection can be made arbitrarily with an IP telephone contained, in an IP communication network or a general telephone contained in a circuit switching network. SOLUTION: The IP telephone system comprises a means of connecting an IP telephone with a part of an exchange constituting the IP communication network and the circuit switching network, a means of connecting a part of a router constituting the IP communication network with a part of the exchange constituting the circuit switching network, a unit connected with the router constituting the IP communication network and managing connection with the IP telephone or the general telephone being contained in the exchange, by storing the data of each terminal/network connecting means and the circuit switching network connecting means and the data of each communication instance, and a communication managing means.
