PROBLEM TO BE SOLVED: To provide a packer for pressure type soil nailing capable of enhancing the stability of ground reinforcement by filling spaces between a drillhole and the ground and cavities in the ground with grout chemicals while reducing grouting time; to provide a method of soil nailing using it. SOLUTION: The packer, which is inserted into a hole drilled in a plane of drilling for closing a grouting area, comprises a nail 31; first packing 33a and second packing 33b fitted into a center portion along the longitudinal direction of the nail 31, with a predetermined distance between the first and second packing; a nonwoven fabric 35 for closing the space between the first and second packing; a first grouting pipe 37 for injecting the grout chemicals; an air/foreign matter removal pipe 39 for removing air and foreign matter in the grouting area; and a urethane foam injection pipe 43 for injecting urethane foam into the space closed by the nonwoven fabric.
