A device (NodeB 1, NodeB2) that is low in the hierarchy transmits a load-based signal (CLR) to a device (CRNC) that is high in the hierarchy. Based on this signal, the device that is high in the hierarchy controls (RA) the transmission capacity of the device (NodeB1, NodeB2) that is low in the hierarchy. An independent claim is included for a radio communication system.
