PROBLEM TO BE SOLVED: To provide a fluorescence detecting apparatus for accurately and reliably detecting substances floating on a water surface without being affected by disturbing conditions such as variations in the water surface by fluorescent light emission to exciting light. SOLUTION: Floats 11 in a floating state are provided for the water surface 12. An exciting light irradiating means 14 and a fluorescent light receiving means 15 are supported and fixed onto the floats 11 by a support 13. Therefore, since a constant gap is maintained to a water surface 12a to be detected even if the water level of the water surface 12 changes, it is possible to perform reliable detection.
