PROBLEM TO BE SOLVED: To perform a preferential connection between users even when an exchange device is congested and a call origination regulation is performed in a call origination regulation system in a mobile telephone network. SOLUTION: The system is provided with a radio base station (which is not illustrated) for sending/receiving communications with a plurality of mobile telephones 20 and an exchange device 10 for sending/receiving a communication with the radio base station. In the exchange device 10, a user information management means 12 for storing user selection information indicating connection priority and area information of the mobile telephones 20 for every user when the exchange device 10 is under the call origination regulation, and a call origination regulation control means 11 for collecting the information held by the user information management means 12, collating the information with the collected area information, and performing the call origination information to the mobile telephone 20 of the matched call origination requesting user according to the collected user selection information when a call origination request from the mobile telephone is received and the exchange device 10 is under the call origination regulation, are included.
