PROBLEM TO BE SOLVED: To realize a long life by suppressing consumption of mercury in a low-pressure discharge lamp. SOLUTION: This is the low-pressure discharge lamp 11 in which dielectric barrier discharge electrodes 30, 40 are installed at the end part of a tubular glass lamp container 20 and a fluorescent substance layer 60 is formed on the inner wall of the tubular glass lamp container. The fluorescent substance layer is formed at the portion other than the portion opposed to the installation part of the electrode on the inner wall of the tubular glass lamp container.
