PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic which gives an excellent sense of use and contains powder having extremely excellent dispersibility. SOLUTION: This water-in-oil type emulsion cosmetic is characterized by containing the following components (1) to (4) and having a viscosity of≤5,000 mPa at 20°C. (1) An oil phase containing a cyclic or linear dimethylpolysiloxane in an amount of≥70 wt. % based on the total amount of the oil phase. (2) A water phase containing a≤3C lower alcohol in an amount of 5 to 40 wt. % based on the total amount of the water phase. (3) A polyether-modified silicone represented by the general formula (1) [(m) and (n) are each an integer of≥2], having an average mol. wt. of≤4,000 and having a polyoxyethylene group content of 10 to 50 mol. wt. in the molecule. (4) Surface-treated powder prepared by treating powder with a silicon compound having Si-H groups in the molecule as the first layer and then introducing linear or branched alkyl groups into the Si-H groups left in the first layer as the second layer.
