PROBLEM TO BE SOLVED: To surely form images (mainly color images) free of image quality defects on a versatile and inexpensive substrate. SOLUTION: The image forming apparatus having an imaging unit 2 for forming the image G on the substrate 1 and a fixing device 3 for fixing the image G formed by this imaging unit 2 on the substrate 1 is provided with a surface reforming treatment apparatus 5 with which the surface of the substrate 1 is activated on a substrate transport route 4 to the image forming area of the imaging unit 2.
