PROBLEM TO BE SOLVED: To make an accurate maintenance and inspection period informing by predicting the electrical lifetime of a tap changer, and to reduce wasteful consumption of electrical components. SOLUTION: In a controller 6, a breaker-state signal (1) from a breaker 2 installed on the primary side of a transformer 3 and a tap position signal (2) from an on-load tap changer 4 are taken in by a signal input circuit 61, a changing-number converesion circuit 62 decides whether the changing of the tap changer is conducted at loaded times or at non-loaded times by these signals, the number of changings when loaded is counted, while the number of the changing when not loaded is reduced and is counted, and a lifetime deciding circuit 63 decides the lifetime of the on-load tap changer 4 from the result.
