PROBLEM TO BE SOLVED: To provide a powdery inhalant composition comprising a steroid-based anti-inflammatory agent, a vehicle and moisture and having a moisture activity value of 0.35-0.75 at 25°C. SOLUTION: The powdery inhalant composition comprises the steroid-based anti-inflammatory agent, the vehicle and moisture and has a moisture activity value of 0.35-0.75 at 25°C. This inhalant composition has such an advantage that the delivery probability of the steroid-based anti-inflammatory agent to the alveoli, bronchiole, bronchi and tracheae is high because these organs are inhalant target sites via the nasal or oral cavity, therefore the high therapeutic effect of the anti-inflammatory agent can be exerted.
