PROBLEM TO BE SOLVED: To upgrade operation of a semiconductor element for high-frequency signals or an optical signals by effectively preventing the high-frequency signals from having a transmission loss and effectively preventing the substrate from being deformed. SOLUTION: An input/output terminals 4 are made of a substantially rectangular dielectric. The input/output terminals 4 include a flat plate 4a having a line conductor 4c formed from one long side to an opposed other long side on an upper surface; a standing wall 4b made of a dielectric connected to the upper surface of the flat plate 4a via a part of the line conductor 4c; and a metal plate 4g connected to the lower surface of the flat plate 4a, covering the site directly under the line conductor 4c of the lower surface in such a manner that both ends in a direction of the long side are respectively disposed at a central side of the lower surface of the flat plate 4a by 0.025 to 0.075 times as long as both ends of the flat plate 4a, and the width is substantially the same as a short side of the flat plate 4a.
