PROBLEM TO BE SOLVED: To provide a collective action discriminating system, a collective action discriminating method and a collective action discriminating program that can objectively display the reaction of a group or individuals (such as each infant) in relation to a nurse or a kindergarten teacher.

SOLUTION: The collective action discriminating system 1 has a position measuring means 20 for measuring the physical quantity on the position or movement of each of two or more individuals 10 forming the group, as action information; an external stimulus detecting means 30 for detecting stimulus systematically applied to the group; and an action discriminating means 40 for determining the action classification of the group after detecting the stimulus by the external stimulus detecting means 30.
