PURPOSE: To provide a color filter base plate realizing the display of a high-quality color image by preventing the leakage of light caused by a gap in a coloring layer, and its manufacture method. CONSTITUTION: The color filter base plate equipped with a pixel part(G) arranged in a matrix state on a base plate is equipped with the 1st coloring layer(412I) partially formed in either of a transmission area(GT) and a reflection area(GR) adjacent to each other in the pixel part, and the 2nd coloring layer(412II) formed all over both areas in an area except the 1st coloring layer formed area.
