PROBLEM TO BE SOLVED: To transmit bending moment between a seismic isolator and an upper-section skeleton while permitting the floating of the upper-section skeleton by tensile force even when tensile force acts on a structure, and to soundly work a function for a prolonged term in the seismic isolator. SOLUTION: The seismic isolator 10 is interposed between the joining section 6 of a corner post for the upper-section skeleton 3 and a beam and a lower-section skeleton 2 supporting the joining section 6, and uses a laminated rubber 11 damping vibrations acting on the upper-section skeleton in the horizontal direction while permitting the floating of the upper-section skeleton. A concrete-filled steel pipe 20 for transmitting shear force and bending moment is fixed onto an upper-section connecting plate 18 for the seismic isolator 10 so as to be projected to an upper section, and a recessed section 25 is formed on the underside of the joining section 6 of the upper-section skeleton 3 so as to be fitted to the concrete-filled steel pipe 20. Since the concrete-filled steel pipe 20 and the recessed section 25 are fitted simply in this manner, tensile force does not act on the seismic isolator 10 when the upper-section skeleton 3 is floated.
