PROBLEM TO BE SOLVED: To provide a magnetic recording medium having smoothness on a surface of a magnetic recording layer and travel durability, which is suitable for high density recording and has a satisfactory electromagnetic conversion characteristic, and to provide a manufacturing method of the medium. SOLUTION: The application-type magnetic recording medium has the recording layer (magnetic layer 2) formed by applying magnetic paint on a non-magnetic supporting body 1. Maximum intensity P1 of a short wavelength component from 1μm to 3μm and maximum intensity P2 of a long wavelength component from 5μm to 10μm on the surface of the magnetic layer 2 become P2/(P1×10)≤1.0. A weight ratio of inorganic powder and bonding agent, which are mixed in a kneading processing process when a magnetic paint is formed, becomes 0.15≤äWr/(Wr+Wp)}≤0.20 when inorganic powder including ferromagnetic powder is set to be a Wp part by weight and bonding agent composed of high molecular resin to be a Wr part by weight.
