PROBLEM TO BE SOLVED: To provide a heat exchanger which prevents mixing of two types of fluids due to hole formation or the like in a heating surface, and performs drainage without mixing with another heat exchange fluid when a hole is formed in the heating surface, in regard to a heat exchanger exchanging heat between two types of fluids. SOLUTION: A twisted tube or corrugated tube with an inner tube 1 covered by a protecting tube 2 is formed by inserting the inner tube 1 in the protecting tube 2 and integrally twisting or corrugating them. The twisted tube or corrugated tube is inserted in an outer tube 3, headers 4 are provided on both tube end parts of the outer tube 3, the inner tube 1 is used as a passage for one of the fluids, an interval between the protecting tube 2 and the outer tube 3 is used as a passage for the other fluid, and both tube ends 2a of the protecting tube 2 are opened.
