PROBLEM TO BE SOLVED: To exhibit successful self-cleaning nature for a long period on an outer surface of a hydrophilic member by continuing hydrophilicity without exfoliating a hydrophilized coating film on the outer surface of the member from a substrate even in outdoor so that smudging on the surface of the hydrophilic member is easy to be washed away with rain water, etc., while the member is hard to contaminate and to make the hydrophilic member have decorativeness and designability with a color and a pattern in addition to good self-cleaning nature shown for a long time. SOLUTION: A base material and the hydrophilic resin layer are sequentially laminated in this order on at least one surface of the substrate.
