PROBLEM TO BE SOLVED: To provide a stable cellular mobile communication system, having a plurality of overlaid cells which improves frequency availability and suppresses wasteful hand-over. SOLUTION: The mobile communication system has a plurality of different cells (106, 107), in the same area and an overlay area, including at least one cell having a level-measuring channel. A radio circuit control station (102) informs a communicating mobile station (108) of level-measuring channel information in the cell (107), which does not have a level-measuring channel. The level-measuring channel information include a level-measuring channel of the cell (106) overlaid on the communicating cell. Upon the receipt of a hand-over request from a mobile station, the radio circuit control station includes a cell having a level-measuring channel overlaid in the communicating cell in the hand-over candidate cells.
