PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method by which the lowering of the black toner density of a black image is restrained to be sufficiently small, especially, under low temperature even though processing speed in forming the black image is higher than that in forming a color image. SOLUTION: The image forming apparatus is equipped with an image forming unit 15K provided with a photoreceptor 1K and forming a black toner image, and an image forming unit 15Y or the like provided with a photoreceptor 1Y or the like and forming a color toner image, and the black image or the color image is formed by the unit 15K or the unit 15Y or the like. In the image forming apparatus whose processing speed in forming the black image can be made higher than that in forming the color image, the potential attenuating speed of the photoreceptor 1K is made higher than that of the photoreceptor 1Y or the like. In such a case, the density lowering of the black image in forming the black image can be completely prevented, especially, when the temperature is low even though the processing speed in forming the black image is higher than that in forming the color image.
