PROBLEM TO BE SOLVED: To provide a technology for improving the efficiency of browsing, that is, a web page display device, method and program by presetting different homepages in accordance with time conditions such as a time zone for starting a browser. SOLUTION: A setting part 2 receives the setting of a homepage to be displayed when the browser is started in accordance with each of a plurality of time conditions including at least one of a time zone, a day of the week, time and date. A homepage registration file 3 records the URLs of homepages corresponding to registered time zones and each of time zones. A decision control part 7 decides a time when the browser is started and also compares the decided time with the information stored in the homepage registration file 3 to thereby display a homepage corresponding to the time when the browser is started as an initial image of the browser.
