PROBLEM TO BE SOLVED: To provide a communication control system or the like capable of connecting a fixed phone terminal 1 or a mobile phone terminal 2 of a customer to operator headsets 5, 6 on the basis of evaluation information of an operator obtained from the customer. SOLUTION: The communication control system 20 related to this invention is provided with: a storage means 22 for generating and storing a communication recording cross-referencing "operator ID" for identifying the operator headsets 5, 6, a "customer ID" for identifying customers and "evaluation information with respect to operator" with each other in communication between the customer and the operator; a selection means 23 for selecting the operator headsets 5, 6 to connect the phone terminals 1, 2 on the basis of the "evaluation information with respect to operator" related to the "customer ID" included in communication start request from the phone terminals 1, 2 of the customers; and an evaluation information reception means 25 for receiving the "evaluation information with respect to operator" from the customers.
