PROBLEM TO BE SOLVED: To provide a paper aligning device that can load paper bundles by offsetting them, and that can ensure alignments of the paper bundles. SOLUTION: This paper aligning device includes a paper loading member on which pieces of paper are loaded in a bundle, a standard aligning member and a shift aligning member that can come closer to each other or separate from each other from both sides of the paper loaded on the loading member, and a drive means for moving the loading member, standard and shift aligning members. There is also provided a drive control means for controlling the drive means to move the standard aligning member to a standard position selected by a size of a paper bundle or the like from a plurality of standard positions, move the shift alignment member to a position according to the size of the paper bundle to make an alignment for the first paper bundle, separate the member from the paper bundle, move down the paper loading member to a position at which the first paper bundle does not interfere on movement of the member, move the standard and shift aligning members to a position in which the members are shifted at a predetermined distance from the first paper bundle, raise the loading member to a position at which the member can align paper bundles, align and load the second paper bundle at a position offset from the first paper bundle by the aligning member.
