PROBLEM TO BE SOLVED: To enable a recovery operation when reading of a fixed address for management information recording becomes impossible on a rewritable optical disk. SOLUTION: Padding is executed for each creation of one VTS to secure the recording areas of new TMP-VMGI, the VTSI of a subsequent title, and VTSM VOBS. By recording new TMP-VMGI after the VTS for each creation of one VTS, TMP-BVMI is recorded on a place added to the VTS. Thus, even when the reading of management information becomes impossible because of updating which exceeds media rewriting strength in the TMP-VMGI recording area of the innermost side, the management information is read from TMP-VMGI recorded in the other recording area, and finalization is executed.
