PROBLEM TO BE SOLVED: To obtain a voice recognition device, a dictionary management method, and a program which reduces the data transfer volume when updating a dictionary. SOLUTION: A first dictionary held in a first dictionary management means 3 includes a plurality of hierarchical partial dictionaries, and each partial dictionary has word information indicating readings of words and syntax information indicating connections between each word and other words. When the dictionary is updated, a dictionary management means 7 refers to a second dictionary management means 6 holding a second dictionary which holds the latest states corresponding to information stored in the first dictionary to reflect only word information or syntax information of a changed partial dictionary on the first dictionary.
