<P>PROBLEM TO BE SOLVED: To effectively and automatically correct an element value set to another element in association with correction of a working status only by directing the working status required its correction by an operator in correction during formation of a working performance table. <P>SOLUTION: When the operator designates a condition disobedience part to be corrected by the operator on a working performance table formed by initial allocation processing, a correction execution part 18 registers the deletion of the condition disobedience matching the designated part as an additional condition in an additional condition storage part 8 and makes an allocation execution part 16 decide respective element values of a working performance table matrix so that an evaluation value computed by an evaluation value computing part 6 is minimized. The evaluation value computing part 6 computes an evaluation value representing the degree of disobedience to the allocation condition for allocating the element values to the respective element and the additional condition.
