PROBLEM TO BE SOLVED: To provide an external heating system fixing device constituted so that thermal damages given to a guide plate and a transfer roller, etc., are reduced. SOLUTION: The fixing device 40 is provided with a fixing roller 41, a 1st heat roller 43 in pressure contact with the fixing roller 41 and equipped with a halogen lamp 43b inside, a pressure roller 42 in pressure contact with the fixing roller 41, and a 2nd heat roller 44 in pressure contact with the pressure roller 42 and equipped with a halogen lamp 44b inside, and the nip part of the 2nd heat roller 44 is arranged on the paper ejection side of a plane A including the rotary shaft of the fixing roller 41 and the rotary shaft of the pressure roller 42, and the nip part of the 1st heat roller 43 is arranged on the paper feeding side of the plane A, then, the fixing roller 41 is heated by the 1st heat roller 43, and also, an image 51 before passing through the fixing roller 41 is preheated by the 1st heat roller 43.
