PROBLEM TO BE SOLVED: To provide a radical polymerization-type thermosetting resin composition which is curable on the coating surface in water and in a water-containing state or in a swollen state. SOLUTION: The radical polymerization-type thermosetting resin composition comprises 600 ppm to 3,000 ppm organic cobalt salt as the metal component, 500 ppm to 5,000 ppm effective oxygen amount of a ketone peroxide, and 1 wt.% to 70 wt.% water.
