摘要 PROBLEM TO BE SOLVED: To provide a metal oxide thin film which has high hardness and excellent transparency and which has hydrophilicity, anti-fog anti-stain property, and self cleaning property for a long period of time, provide its manufacturing method, and provide a hydrophilic mirror having the hydrophilic metal oxide thin film. SOLUTION: The surface of a metal oxide thin film formed integrally with the surface of a substrate has an arithmetical mean roughness Ra of 4-8 nm, a maximum roughness (the maximum concavo-convex difference ) Rz of 40-70 nm, a ten-point mean roughness Rz (JIS) of 20-60 nm, and a concavo-convex pitch of 10-300 nm, which are measured with an atomic force microscope. The manufacturing method for the metal oxide thin metal comprises a raw material solution preparing process where metal oxides and ultra-fine particles are added into a solvent and mixed, a film forming process where the resultant raw material solution is applied to the surface of the substrate to form a film, and a baking process where the thin film dried is baked onto the substrate.
