PROBLEM TO BE SOLVED: To correctly and easily detect not only presence of a defect on a surface parallel to the inside and outside surfaces of a face part of a panel but also presence of an inside defect in the thickness direction of the face part to avoid complication of relief work for the defect due to incapability of three-dimensionally detecting the presence of the inside defect, and unreasonable disposal of the panel or a bulb. SOLUTION: The size and depth of the inside defect S of the face part 2 of the panel 1 is detected by using ultrasonic waves. Preferably, the ultrasonic waves are oscillated from the side of the outside surface 2a of the face part 2 toward the side of the inside surface thereof, and reflected waves are received on the inside surface 2b side to detect the size of the defect S and the distance of the defect S from the inside surface 2a.
