PROBLEM TO BE SOLVED: To efficiently obtain a homogeneous polymer composite comprising a cationic polymer and an anionic polymer. SOLUTION: The composite comprising a cationic polymer and an anionic polymer is formed by preparing a compatible polymer solution wherein a cationic polymer and an anionic polymer each in an amount sufficient to give a concentration of 0.1-30 wt.% are compatibly mixed in an aqueous medium containing salts, and then lowering the concentration of the salts in the solution.
