<P>PROBLEM TO BE SOLVED: To ensure user's convenience in bubbling operation and to simplify the constitution of a bubbler itself while extending a retardation time. <P>SOLUTION: When a valve member 1 is pressed, the valve member 1, a cover member 5 and a stem 10 are moved downward to open the valve part of the stem and an outside sheath-like part 7 is held in such a state that the protruded part 7a thereof is locked with the protruded part 15c of a cover body 15. At this time, the end part of the skirt part 4c of a sheath-like responding part 4 comes into close contact with the small diamer part 6b of the inner peripheral surface of an inside cylindrical part 6 to close a bubbling route of a hole part 6e-a groove part 4b-an output side hole part 2a. Thereafter, the sheath-like responding part 4 is upwardly moved by the pressure of inflow content and, when the end part of the skirt part 4c enters a large diameter part 6a from a small diameter part 6b, this end part is separated from the inner peripheral surface of the inside cylindrical part 6. The content flows to the groove part 4b-the output side hole part 2a from the gap part thereof. A space part 7d is used for sucking the open air.
