PROBLEM TO BE SOLVED: To provide a switching power supply for sure starting with reduced power consumption at normal operation. SOLUTION: A starting means supplies a drive voltage to a control means if the drive voltage generated by the starting means is higher than the drive voltage generated by an output means. The starting means is prohibited to supply the drive voltage to the control means by making a transistor to be off state based on a potential difference between the voltage supplied to a control electrode of the transistor and the drive voltage generated by the output means, if the drive voltage generated by the starting means is lower than the drive voltage generated by the output means.
