PURPOSE: A governor with two-stage fluctuation of speed is provided to control fuel injection accurately according to increase of engine rpm by overlapping first and second springs having different length and elasticity in the operation part, and to prevent engine stall and hunting from fuel reduction by restricting sudden reduction of fuel injection. CONSTITUTION: A governor includes a fly weight rotating at high speed corresponding to rpm of an engine, and an operation part(2) regulating the opening degree of a fuel injection plunger with moving right and left according to rotational speed of the fly weight. A first spring(11) and a second spring(12) are overlapped between the operation part and the vehicle body. The modulus of elasticity of the first spring is different from the modulus of elasticity of the second spring. The second spring is longer than the first spring. A projection(10) is protruded in the operation part, and the first spring is supported between the projection and the vehicle body. The second spring is placed between the operation part and the vehicle body with containing the projection.
