Fastener has longitudinally, either side a connecting part (2), a coupling branch (3) and a base branch (4), and a rigid holding plate (5). The base branch has a passage (7) and the plate has a principal passage (9) and a secondary passage (11). The part of the edge of the plate principal passage and the part of the edge of base branch passage closest to the plate secondary passage are approximately the same distance from the connection part. The strap (13) comprises a buckle (14) engaged through the base branch passage so that an intermediate part (15) of the buckle passes between the plate and the base branch and extends through the passage to form a free strand (16). The other portion (18) of the buckle passes through the secondary passage and the plate principal passage and extends through the base branch passage to form a coupling strand (19).
