A supporting electrolyte for a cell comprising a compound represented by the following formula (I) or (II): (NPA<1>2)3 (1) A<1>3P=N-P(=O)A<1>2 (II) wherein each A<1> independently represents NRLi or F, at least one A<1 >is NRLi, and R represents a monovalent substituent. The supporting electrolyte has the effect to suppress combustion and thus a non-aqueous electrolyte cell or a polymer cell using the supporting electrolyte is significantly reduced in the danger of ignition and flashing and thus improved in safety.
