PURPOSE: An apparatus and method for determining access signal levels in an ADSL modem is provided to optimize access signal levels that have an effect on the speed negotiation between a premises telephone system and a DSLAM(Digital Subscriber Line Access Multiplexer) in an ADSL system. CONSTITUTION: A control part checks whether an access request has been generated(401). In case that the access request has been generated, the control part receives an EOC(Embedded Operation Channel) channel message from the ATU-C(ADSL Transceiver Unit-Central office end) of a DSLAM(403). Then the control part analyzes the EOC channel message and identifies the manufacturer of the DSLAM(405). After checking the DSLAM vendor ID, the control part reads basic transmitting/receiving signal levels from a memory(407). Based on the read transmitting/receiving signal levels, the control part attempts access to the DSLAM(409). Then the control part checks whether a link is connected with the DSLAM(411). If the link is connected, the control part receives the EOC channel for appointed time(413). After receiving the EOC channel, the control part checks an error for the data of the EOC channel(415). Then the control part checks whether the frequency of access exceeds a preset access frequency(417). If it is judged that the frequency of access exceeds the preset access frequency, the control part checks N numbers of error values dependent on N times of access, selects an error value satisfying a defined error rate, and stores the transmitting/receiving signal levels corresponding to the selected error value as the optimum transmitting/receiving signal levels(419). The control part executes communication with the DSLAM at the optimum transmitting/receiving signal levels(421).
