PURPOSE: Provided is a material substituting for cement, which is applied in secondary ready mixed concrete, mortar and concrete products to increase the strength of a consolidated body and to improve durability. CONSTITUTION: The cement substitute comprises: 30-50 wt% of fly ash having a fineness of 2,800-3,800 cm¬2/g; 10-20 % of supplementary materials selected from the group consisting of slag micropowder, fly ash, cement and mixtures containing two or more of them; and the balance amount of waste mine tailings from a tungsten mine having a fineness(specific surface area) of 2,500-3,800 cm¬2/g, which has a moisture content of 1% or less by drying with a dryer.
