A recipe providing system and a recipe providing method for creating a recipe matched to a user request on foodstuff basis and cooking step basis. A recipe element recording unit (101) stores a recipe element related to the recipe. The recipe element is one recipe hierarchized according to cooking steps and each recipe element contains complete cuisine as a link destination. According to a recipe request from a user, recipe generation means (103) references the recipe element recording unit (101), searches, extracts recipe element data, and generates a recipe. Recipe transmission means (105) transmits the recipe generated by the recipe generation means (103) to the user.
