In a housing, a first passage for guiding operation energy of an igniter and a second passage for guiding a pressurizing medium to a gas exhaust opening are provided so that the two passages are arranged in a separated manner inside and outside two retainers having cylindrical peripheral wall portions placed adjacent to each other in an axial direction.
