FIELD: agricultural production. SUBSTANCE: method involves layer-by-layer cutting of ground, with passive mellows cutting upper layer to depth equal to 0.3-0.65 of working tool penetration depth. Apparatus has passive mellower and rotor arranged in succession on frame. Mellower is positioned forward of rotor in working tool rotation plane. Mellower cutting edge is positioned above lower point of circle circumscribed by rotor working tools.
