<p>An input section (191) distributes packets so that they are contained in a plurality of containers (193). The plurality of containers (193) contains the packets on a queue (1931) capable of writing/reading of the packets. A read controller (194) includes a write queue information generator (1941) for generating write queue information indicating the queue where the packet is written for each of the containers, a priority decision section (1940) for deciding packet read priority for each of the queues, and a read queue decision section (1942) for deciding the queue from which the packet is to be read for each of the containers according to the write queue information and the priority.</p> |
