PURPOSE: A device and a method for controlling video are provided to easily operate TV functions like operating programs of a personal computer by using a mouse in the case that video display equipments are used with the personal computer. CONSTITUTION: An input unit is provided to input requesting commands of a user. A video display equipment(200) changes a state of a picture according to the requesting commands inputted through the input unit. A PC(Personal Computer) part(100) controls to recognize the requesting commands inputted through the input unit and display information according to the corresponding requesting command on the video display equipment, and outputs a control command to the video display equipment to execute control operations according to the displayed information.
