A device (60), for administering medicated cream, includes a cartridge (62) having a barrel (64) for containing the cream, and a plunger (102) for moving the cream from within the barrel. A stem (106) has a distal end positionable through a proximal end of, and into, the barrel (64) for moving the plunger (102) within, and toward a distal end of, the barrel to dispense cream therefrom. An applicator (80) having an axial passage (82) is assembled with the cartridge (62) at the distal end of the barrel (64) for dispensing cream, urged from the distal end of the barrel, onto a surface area externally of the applicator.
