PURPOSE: A heat exchanger using a fin plate with a plurality of burring tubes and a method for manufacturing the same are provided to improve heat transfer efficiency and to reduce size weight and size of the heat exchanger. CONSTITUTION: A flat plate radiating fin(10) has a plurality of burring tubes(30) protruded from one side of a metal sheet in all directions and separated from each other at regular intervals. The metal sheet is made of aluminum, copper, stainless steel, iron or alloy. The burring tube has a diameter getting narrower from a large diameter part(33) to a small diameter part(35). A taper part or at least one stepped part(34) is formed between the large diameter part and the small diameter part. A section of the burring tube is circular. A refrigerant flow tube is formed with a plurality of laminated flat plate radiating fins with a plurality of the burring tubes formed thereon. The burring tubes are arranged so that the small diameter part is inserted to the large diameter part of the neighboring burring tube and the stepped part contacts with the large diameter part of the neighboring flat plate radiating fin.
